Budget Work Session
Mayor Carnicelli opened the Public Hearing on the proposed 2002-2003 annual budget at 6:05PM. She invited any member of the public wishing to be heard to come forward. None did.
Mayor Carnicelli then opened the floor for discussion of the budget with Councilors, leaving the Public Hearing open for remainder of meeting.
Councilor McNabb made a motion to remove the position of Assistant to the City Manager from the proposed 2002-03 budget. Councilor Jacobs seconded. The Mayor, Council and City Manager discussed this. Vote: Councilors McNabb, Jacobs and Dempsey vote aye. Councilor Hunter and Mayor Carnicelli vote no. PASSED.
Councilor McNabb motioned to suspend all upgrades and or reallocations until completion of contract negotiations. Councilor Jacobs seconded. Council discussed with the City Manager and Mayor. Vote: Councilor McNabb, yes. Councilors Jacobs, Hunter, Dempsey and Mayor Carnicelli vote no. Motion NOT CARRIED.
Councilor McNabb motioned to delete $2400 from Police budget account #3120.440 which is the rent for the downtown community policing office. Seconded by Mayor Carnicelli. Council, Mayor, City Manager and Deputy Chief Murphy discussed. VOTE: Councilor McNabb yes, Councilors Jacobs, Hunter, Dempsey and Mayor Carnicelli vote no. Motion NOT CARRIED.
Councilor Dempsey motioned to eliminate the Human Resource position from the proposed 2002-2003 budget. Seconded by Councilor McNabb. VOTE: Councilor Jacobs, McNabb and Dempsey vote yes. Councilor Hunter and Mayor Carnicelli vote no. PASSED.
Mayor Carnicelli motioned to drop the proposed tax increase to .25 per $1000. from .50 per $1000. There was no second.
Mayor Carnicelli motioned to add $15,000. to the Arts and Cultural line for grants to local agencies. There was no second.
Mayor Carnicelli motioned to move $25,000. from contingency to Fire Department budget to begin a needs assessment and feasibility study for Fire Stations. Seconded by Councilor Jacobs. VOTE: Councilor Jacobs, Hunter, and Mayor Carnicelli vote yes. Councilors McNabb and Dempsey vote no. PASSED.
Mayor Carnicelli motioned to add $3000. to Urban Forestry to add 30 more trees to be planted in the city. Seconded by Councilor Jacobs. Vote: Councilor Jacobs, Hunter, Dempsey and Mayor Carnicelli, yes. Councilor McNabb, no. PASSED
Councilor McNabb motioned to have the City Manager bring back a proposed budget with a 0% tax increase. Seconded by Councilor Dempsey. Vote: Councilor Jacobs, Hunter and Mayor Carnicelli vote no. Councilors McNabb and Dempsey vote yes. NOT CARRIED.
Councilor Jacobs asked that funds be put in budget to address crow problem. After discussion it was agreed that additional funds would not be needed and that a commitment to investigate solutions was adequate from the City Manager. Councilor Jacobs also asked that funds be added for holiday lights on Grant Ave. Mr. Salomone offered to investigate alternatives to city funds through merchant sponsorships. Councilor Jacobs agreed.
The City Manager, Mayor and Council discussed the pros and cons of adding a Human Resource position and its relationship to the Corporation Counsel part time position and duties versus fulltime, the various options on a proposed tax increase, the condition of the Market Street Fire Station.
Mayor Carnicelli asks if there is anyone else wishing to be heard during this Public Hearing on the proposed 2002-2003 budget. There was none. Mayor Carnicelli declared the Public Hearing closed at 8:10PM.
Other Business
Councilor Jacobs thanked Jerry DelFavero and his staff for the hard work done on Soule Cemetery.
Public to be Heard
Glenn Carver, 5 Evans St. Auburn spoke to remind Council that funds spent on major projects should be spent in Auburn.
Joe Leo Grande, Genesee St. spoke to find out the progress of the Noise Ordinance. Mr. Leone told him it would be on the agenda next week.
Anthony Tardibone, owner of Friends on West Genesee St. spoke about problems he had with the Zoning Board regarding applying for permission to have and outside patio. Mr. Leone asked him to have his attorney contact his office to discuss it.
Cheryl Festa, employee of Friends spoke to reaffirm what Mr. Tardibone had said and to express her opinion about Code Enforcement personnel.
Glen Carver, 5 Evans St. commented on issues discussed by previous two speakers.
